The 17-year-old, identified in media reports as Tyler Whitton, died after falling several metres at the CS Development Group building site in the inner-city suburb of West End on Tuesday.

The teenager was rushed to hospital in critical condition but died on Thursday surrounded by friends and family.

CFMEU state secretary Michael Ravbar said the union had raised concerns over safety issues at the site.

“There was no head protection, there was no scaffolding,” he said in a statement.

“That site has been stopped on numerous occasions.”

Mr Ravbar said serious incidents were happening regularly on building and construction sites across the state, and he renewed calls for an overhaul of the workplace safety regulator.

Workplace Health and Safety Queensland said construction had stopped and investigations were under way.

“WHSQ understands all works on site ceased immediately after the incident except a concrete pouring operation in a different area of the site,” the department said in a statement.

Compliance notices have been issued requiring the rectification of a number of high-risk issues before work can restart, it said.

In a statement, the developers CS Development Group (CSDG) said the company “expresses our deepest sympathy and concern for the family of a worker for an external contractor involved in a tragic accident at our West End site.”

CSDG is cooperating fully with a Workplace Health and Safety Queensland investigation during this difficult time. All work on the site has ceased and we are providing counselling to workers affected by this accident.

CSDG is committed to the safety and wellbeing of workers, contractors and the public, and employs two full-time safety staff.

Please understand that we are unable to provide further details during this ongoing investigation.

State Treasurer Cameron Dick said the incident would be fully investigated.

“This is a terrible tragedy for the young man and his family,” Mr Dick told reporters in Gladstone on Thursday.

“We will ensure that Workplace Health and Safety Queensland, the appropriate safety regulator, will allow a full analysis of this incident.

“It is a reminder to all of us that in every workplace, across Queensland, every worker deserves to go to work safely every day and to return home after work safely every day.”

The is the second fatality at a Queensland building site in days, after a surveyor died at the weekend at a Seymour Whyte site in Victoria Point.

In July, a 54-year-old worker was critically injured in a fall at the Cross River Rail construction site in Dutton Park.

That incident prompted union protests and Transport Minister Mark Bailey to promise a “safety reset” at the multibillion-dollar project.

Hundreds of building and construction workers demonstrated outside parliament house two weeks ago demanding mass changes to “outdated” safety regulations across worksites.
