Deputy Commissioner Steve Gollschewski said 63 people had been placed into mandatory hotel quarantine after flying into Queensland from Victoria since the noon deadline on July 3.

Victoria has recorded 191 new cases of coronavirus overnight, as the state prepares for the closure of its border with NSW.

It is the highest number of new diagnoses in the state since the start of the pandemic and follows an increase of 127 cases on Monday, which was also a record.

Tougher restrictions were introduced for people travelling into Queensland from Victoria last week, with the whole state declared a coronavirus hotspot by Queensland’s Chief Health Officer.

The state’s borders will reopen to all other states and territories from this Friday.

Gollschewski said 17 flights from Victoria had arrived in Queensland’s airports since the mandatory hotel quarantine direction began, with Queensland police refusing entry to 33 people.

At the state’s New South Wales border, 709 people have been refused entry, with 12 people being placed into quarantine.

Queensland police said about 185,000 border-declaration forms had been downloaded since Friday, the system introduced last week for people to be able to enter the state’s border.

From July 10, interstate residents will have to apply for a new declaration pass for entry into Queensland, proving they have not been to Victoria in the previous fortnight.

Gollschewski said there had been some issues with the system.”It’s fair to say that initially that was difficult and we expected that,” he said.

“Every time we have brought in new controls, particularly at our road borders and our airports, that has been problematic.

“We do fully expect that on Friday with the move to more people being able to come into the state, that the increased traffic flows and passenger flows through our airports will put more pressure on our system.”

Hundreds of Australian Defence Force troops are being deployed to patrol coronavirus travel checkpoints along the Victoria-NSW border.

Between 350 and 500 personnel will be dispatched to help NSW authorities fortify the closed border from midnight on Tuesday.

The troops will support police operations without directly involving themselves in law enforcement activity.

Another handful of personnel are likely to be sent across the Victorian border to support the state government-led coronavirus restrictions.

“Defence is ready to provide support for a range of contingencies in both states and will continue to work to support states and territories when requested,” a Defence spokeswoman told AAP.

There are already 200 ADF personnel supporting coronavirus testing in Victoria.

The state recorded an additional 127 infections and two deaths on Monday, while NSW reported 10 cases, all in hotel quarantine.

Victorian Chief Health Officer Professor Brett Sutton confirmed 37 new cases are linked to outbreaks and 154 are under investigation, bringing the state’s total to 2824 cases.

The overall total has increased by 164 after 27 cases were reclassified – mainly due to duplication.

No cases have been detected in returned travellers in hotel quarantine.

There are currently 772 active cases in Victoria, with 438 potentially from community transmission.

Thirteen new cases have been linked to nine locked-down public housing towers in North Melbourne and Flemington, with the outbreak now totalling 69.

Four cases related to an outbreak among emergency department staff at Northern Hospital Epping, which now totals eight staff and one household contact.

The emergency department remains open with a temporary reduction in non-urgent elective surgery and outpatient appointments.

A new case has also been confirmed in a staff member at the Assisi aged care facility in Rosanna, in Melbourne’s northeast.

The staff member did not work while infectious and widespread testing of staff and residents at the facility will begin on Tuesday.
